You make a very important point in this piece, one that is actually a courageous observation: the important positions within society are being staffed by those specifically chosen for their inability to perform the required duties.
This is also evident in America, where qualifications for positions of responsibility have nothing to do with competency.
I do believe that a big reason for criminalizing speech is an effort to pave the way for even more incompetence in important positions. For example, in America, we are told we have some guy supposedly named Biden as president. Even if one thinks the mental incompetence is a ruse, one still has the image of complete buffoonery that cannot be escaped.
On a visceral level, this deranged incompetence becomes itself a form of abuse forced upon those subject to it. This creates a kind of existential paralysis, as the massive crime, depravity, and insanity blatantly flaunted by the new power in town mocks the efforts of people to live their lives.
I don't see this as a prescription for a long term successful society, merely as a method by which the current society is destroyed from within.
